I had the same issue with my laucher till yesterday.
What i did to fix the laucher issue was the following: I changed the language of my client from english to german (took hours) then changed it back to english and NOW my launcher is working perfectly 
Try doing the same, you can also try changing to french. Good luck!
-If your laucher is in english do not change it to spanish, the laucher won´t download the last file. Try with german or french, then switch back to the original language.
-If your client is in german or french change it to spanish or english then switch back to the original language.
