it is still broken on anvil rock December 2013

hiya,i played shortly after launch for about 6-8 months but then had to stop because of reasons lol,anyways,im a returning player on Anvil Rock looking for a friendly guild,mostly for pve style content but i do enjoy pvp from time to time
im not sure if this is a bug,but it was a big disappointment when i just got my cool new shield >.< lol
