From your screenshot I can see you trying to combine with Vicious Fangs and Large Fangs, despite the recipe requires Vicious Claws and Large Claws. You can craft it if you use those.

It is not a bug, from Mistlock Sanctuary you can see only the Tyria (Surface) map level.
The problem is there are certain maps that have waypoints on other map levels like Tangled Depths. Also in Auric Basin the Wanderer’s Waypoint is on the Tyria (Underground) level, so you can’t access it.
They should also add Tyria (Upper Level) and Tyria (Underground) to Mistlock Sanctuary.
