Were either of you grouped with other players, or were you running the instance solo? My first guess would be it’s not scaling correctly. (The objective wants you to kill X+scale soldiers, but it’s only spawning X soldiers.)

I was playing this chapter solo; I can vaguely recall there being about 6-8 ministry guards + commander guy being spawned then. I hope this helps!

The Order of Whispers Personal Story chapter “An Apple a Day”, which is unlocked at level 40, does not progress upon completing the objective “Defeat Commander Landon and the Ministry Guards with him.” When you kill Landon and his goons the game will not mark your objective as completed, your NPC buddies will do nothing but stand still afterwards. Interacting with any of these NPCs does nothing. You’re pretty much stuck here. Leaving the instance just puts you back to the beginning of the chapter.
