Personally I don’t believe this should ever become an option, reason being is that it is no more than a band-aid. All focus should be on fixing the performance issues, not covering them up.

Nvidia users should look into http://blog.orbmu2k.de/tools/nvidia-inspector-tool with it’s Multi Display Power Saver module. While it’s mostly to work around the multi-monitor driver bug, you can use it to force performance/power states on either an application level or GPU/VPU usage threshold.
Personally I noticed that GW2 wasn’t always triggering the P0 (maximum) power state and used this to fix it.
This is also a great game profile and tweaking tool for your cards.
