Same problem here.
I sent a ticket yesterday and they told me this:
“The Guild Wars 2 Development Team is aware of this issue and team members currently are working on addressing it.”
Maybe it will be fixed in a few days..

I can’t get this achievement cause the boss who gives it is always bug.
This boss doesn’t fight and doesn’t do anything but walk its route..

I have sent tickets so many times… And you, anet, never say nothing..

Could you fix this bug, please?… some people want the achievement…

Arenanet, you can fix this mistake by upgrading the three armors to T3
In the future you can make more T3 of the other races.
