I’ve noticed this too, really frustrating! And I assume you meant it doesn’t work 99% of the time.

So the bug is that your character will gain the opening strike buff, you attack and lose the buff, the enemy does not gain any stacks of vulnerability. I have tried this opening on enemys with skills, with autoattack, and still nothing. I use a shortbow if it makes a difference.

This is just plain disappointing, it seems to be a pretty big bug and it’s the perk that marksman trait is centered around.
