Unfortunately I have this issue for a while (2~3 months), that time there were no notification telling that the collection progress was attached to the 1st character you get the back (even other achievements are progress account).
So that time i’ve found some info about this ‘bug’ @reddit… Then they have added this ‘notice’ @wiki

Well, we have a ‘problem’ how those collections work… Only the 1st character that started the collection can earn the items for the 1st coleectin completition, the other don’t get nothing.
And this got me in a big trouble with my Agent’s Pack Collection, i’ve started this collection with a character that already been deleted, so i’m completly stuck in it (and I need to complete, to continue my journey to the asc back), i’ve completed all HoT story with 4 different toons (all with Agent’s Back) and none of the progression counted for my achievement (as expected)…

So I want to know what is a.net position about this, coz is a bug that is kittening me since HoT release… :S

It’s almost completing a month i’ve created this ticket, and only recieved the “Thanks for contacting us!” and nothing more… I’d like to have more info about my situation…
