This story quest is broken for me. Whenever I get to the part where I have to fight the risen crew, I can kill all of them except the Veteran Risen Romke. Every so often he’ll become invulnerable, swim back to his original spot, and heal up before I can fight him again. He did this 6 times in a row. It’s very frustrating.
