Im lvl 30…are there any passive skills or anything to boost my characters walking speed?? does the build have to do?

Im kinda new to GW so Id like some advice for a good guardian build to have a lot of life or take lots of damage but still cause some decent damage, or whatever good builds there are…I mainly like PvE and dungeons and stuff but will probably soon play some WvW

When moving the mouse, the mouse in the game responds a little bit late and it fells like Im dragging it, not like outside the game where it moves just the way I move it with precision…is the game just like that or does it have to do with my computer specs or something? is there a way of fixing it other than getting better computer hardware?…btw I play on an HP Pavilion dv7 4270us Entertainment Laptop

Look at the screenshot…the same thing happens in the game, even worse in the game…and Ive already tried repairing it with the -repair at the end of the shortcut, and as you can see Im reinstalling the game and it still appears like this…whats going on with my game? does anyone know how I can solve this??
