To unlock it do i need to do lvl50 ? Or higher lvl os enough? Cause i already did lvl 53 65 and other and it didnt unlock

only magic find influence drop rates or anything more can influence it?
i heard ppl saying that achives, commander tags also influence it
cause like i dont have much mf and for exemple in 3 – 4 dg runs i only get like 1-3 rares
whiles other ppl get 5-8 rares drops
