I didn’t get my completion chests for Silverwastes and Southsun Cove, so I didn’t even bother to complete Dry Top. My character already had 100% world completion.
A friend of mine did get the chests, though, although he, too, had 100% world completion, so I don’t think that’s relevant.
I have the same problem. Although I already have a fractal skin unlocked, it doesn’t show in the collection.
