That 0.25 gb is ram is consumed for hardware reserve, if u currently have 32 bit OS installed, you could try installing a 64 bit OS which might help in some cases but it is total depends on the motherboard you have.

I would suggest adding another 2gb of ram since they are so cheap.

If you were getting decent fps earlier and now facing sudden fps loss, try this.

Change your in-game resolution to normal window mode and switch back to your original resolution,

something is bugged in the client and it fixes itself when switching resolution from window mode to full screen.

I used to get 25-30 in lion arch, since the trading post went down today my fps went up to 40-45, idk maybe the trading post was using too much game resources in background.

I am eager to see if my fps will go down again once the trading post comes back up.

I could be wrong.

Would be great if we get some kinda announcement from Anet whether they are working on this fps issues faced by many players

Those are called artifacts, happens coz graphics card is overheating or psu is not supplying enough power.

In your case, you got a on-board HD graphics which might be overheating, re-seat your cpu heatsink fan and re-apply thermal compound if need, it should help to reduce some heat.

Edit: So i found that you are playing on a laptop and this is clearly overheating issue, the on board graphics comes with your processor is too weak to run the game and must be running at full load. so it generates too much heat
