The Idea is fairly simple. We have a bunch of weapons in the game currently that are only being used as offhands. We also have a bunch of weapons that certain classes cant currently use…
Expand all the current classes!
The First step: Create new skills for every off hand that cant be used as a mainhand currently. This would require some new animations and particle effects and some balancing discussion and some new traits. However, it wouldn’t require the construction of whole databases of items and art! Yay~
Second step: Take all those weapons that classes can’t use currently and make skills for those too!
Step three: Create whole new weapon types! This one would probably take a freakishly long time, don’t worry about it too much. Thats why its step three
Result: Huge quality of life improvement for the game.
Why: One huge reoccurring factor that I have encountered concerning people quitting guildwars surrounds how skills are handled in the game. Many people had huge misgivings before launch that binding skills to weapons would be far too restrictive and limiting in terms of gameplay. The counter point to those arguments was that there would always be the opportunity for Anet to release more weapon types and therefore, increase the variety. However, a year latter and those concerns seem to be accurate.
I have talked to many people who have said this was a large contributing factor for quiting guildwars. Some reasons included valid points such as:

As well as many complaints that after a while using the same few skills over and over again had gotten stale for players. And while starting a new class IS and option, many did not want to. They had chosen their classes because THAT is what they wanted to play, not something else. In the end, whether the type of weapon that they dreamed of using on inception of their character was unavailable or they were just generally bored with the options they had, these players quit.
Bring in more weapons!
Bring back more players!
