Guild Wars 2

Due to bad network connection I accidentally transferred to the wrong server.
I understand there’s a 7-day wait between world transfers and the waiting period cannot be waived. I just have one question: if I don’t create any characters(there’s no characters under my account currently), will there be a cost for the second transfer?

But there is another issue I fogot to say.
The emails ArenaNet send to me it’s in German too. (I guess that has something to do with me registered this account on German website with google translate. )

Whenever I visit GUILDWARS2.COM, it’s always in German. And I couldn’t find any language options on the main site.
I tried to visit https://www.guildwars2.com/en/, but when I went to MY ACCOUNT it turned to German every time….
I know nothing about German. It really bothers me.
Why do this keeps happening?
Please help me!
