It’s happening to everyone right now, so I think they will do a rollback. I listed a rare for 28s and it said succeeded. Then I checked the transactions tab and nothing was there. The item was gone for my inventory and there was no money in the collect tab either. Pretty buggy today…

I think it depends on the area in which your character is located. I could not get on to one of my characters in the Ruins of Orr region, but I could get on to another character somewhere in the Charr area. Once I chose to teleport to Lion’s Arch, that second character bugged out as well. My third character also in the same Charr area could still login.
