I am having this exact same bug, with the added annoyance that I sometimes don’t get any influence for events. I’m in more than one guild, and usually one of the guilds will work fine but the other two (or just one) won’t. I can’t access guild storage and I can’t change representation to represent the “broken” guilds. It’s really getting on my nerves, especially since it’s one of several issues I’ve been having lately.
