After re-reading what Haurt posted, I think I agree with him, and I think many people are misunderstanding him.

I agree that ANet should implement a method to lift to free account restrictions without requiring a full purchase of the Xpac. Something like upgrade a free account to a full (non-Xpac account for 10-20 bucks) then later using the gem store you can upgrade to a full account with Xpac.

This system is already in place for upgrading from standard accounts to deluxe accounts in the gem store, Why not allow free account to be upgraded in the same manner to lift restrictions?

I have now gone through every diving spot twice, with certain locations doing a 3rd time. Sadly I was not keeping track of which gave me credit and which didn’t, since I kinda assume this achievement was working. I am also at 36/37 but I do not know which one is bugged preventing me from completing this achievement.
