Rox’s Quiver does not have a locker slot and it’s still wearable in pvp. That being said you’re right, even with flawed logic, the Sclerite Backpiece cannot be used in pvp.

I would also bleed if I got hit with a sword, a greatsword, a mace, a lightning bolt, an explosion and most types of pet attacks.

The point being the game isn’t supposed to be real-world logical. So to answer the OP, its’a design choice. If you ask why, then the answer is why not? Then the real discussion starts and we can get beyond these silly pre-questions.
