The masterwork ones have always been bound, the rare ones that drop have always been unbound. The rare version isn’t something introduced with the current bazaar, it also dropped during the original run of the bazaar. Your point that “its not fair that an item, that is the same cosmeticly, from the same living story is now worth money and the reward from the first time isn’t”, isn’t a valid point, because nothing has changed since the first bazaar. An item that used to drop, drops again.
The quality difference was probably at least partly intended as a red flag to avoid misunderstandings. The version at the trader was there as a convenience people could save up for with fortune scraps (or a lucky golden fortune). It’s unfortunate that you didn’t notice before getting the masterwork one, but we’re talking about a situation that has existed for nearly 11 months now, not some recently introduced unreasonable measure meant to advantage certain people over others.
ok, i didn’t know the rare unbound skin was available through the same way as now. But how about my second problem: i rly don’t like the skin i picked, why can’t i just get my scrap back?

Because that’s the item you exchanged your ticket for. It’s like asking why my dungeon armor from the dungonarmor trader is exotic and soulbound.
eventhough that might seem like a good comparison, it rly isn’t because the scraps used to be stored in the black lion claim ticket specialist’s tabs, which are all just skins, not accountbound or soulbound.
If you exchange a golden fortune scrap for a masterwork account bound rucksack, then you will receive a masterwork account bound rucksack. It’s pretty simple so not sure why you felt the need to make a thread about it. I think you just saw rare rucksack skins were worth a lot, got excited and didn’t pay attention to what you were doing, and now you’re upset that you aren’t getting any gold.
I made the thread because I feel like its not fair that an item, that is the same cosmeticly, from the same living story is now worth money and the reward from the first time isn’t.. Also.. it was in the “black lion weapons specialists- tab” and all those skins are not accountbound, so why are these?
I just feel like arenanet should atleast think these things over and thats why I brought this to the attention. I’m fine if the judgement will ultimately be against my prefered situation.. but i just want them to atleast think it over..
secondly, ofcourse i’m upset about this.. i acted rationally, made a ticket (AND NOT A FORUM THREAD) in the hopes that i could atleast get the chance to choose the reward i want.. I feel like some of the reply’ers on here didn’t even read what i wrote down, since I did state that…

So i wrote the following in a ticket, and i just got an automatic response that basicly told me to post my problem on the forum.. So here is what i originally wrote, i really, really hope something can be done about this:
“Date: Monday june 9th of 2014
Greetings,
Today I found out that i still had a Golden Fortune Scrap ( http://wiki.guildwars2.com/wiki/Golden_Fortune_Scrap ). I looked up on the wiki how I could retrieve rewards out of it and what kind of rewards. As I found the list on the wiki, I found out that I could retrieve a “zephyr Rucksack Skin” ( http://wiki.guildwars2.com/wiki/Zephyr_Rucksack_Skin ). Being curious i looked up on the Black Lion Trading Post how much this skin is worth. Turns out to be a wopping 300 gold or even more! So me being excited as i am, double click the Golden Fortune Scrap and use it for the skin.
Problem: As i tried to right-click and sell it on the Trading Post I found out it that the item was account bound. Also, the skin was not a rare item, but a green. I did a little more research and found out that , even though they are cosmeticly the same skin, they have different sources. The rare one is a RARE drop from the aspect arena, which is part of the current living story. Mine however, was aquired through the usage of a Golden Fortune Scrap which is an EXOTIC drop from a Kite Fortune ( http://wiki.guildwars2.com/wiki/Kite_Fortune ).
Looking at the fact that the Golden Fortune Scrap was first on the Black Lion Weapons Specialist vendor, then on the Sonder the Seller npc, and after the destruction and rebuilding of LA there is no vendor (its double-click now) tells me that ArenaNet wants the Golden Fortune Scrap to slowly get out of the game. Meaning that the number of these items are only going to decrease and that there are only a hand full left. This is important to take notice of because if a large amount of people would use the item for a rucksack and put it up the TP, then the price of this item would change, affecting the gw2 market. This would not be the case, because of the small amount of scraps left and the inability to get more.
Questions:
Q1: why is my zephyr rucksack skin account bound (and green), while its 1. just as hard (and maybe even harder) to get then the rare one and 2. exchanged in a similar way as the Black Lion Claim Ticket rewards, which aren’t account bound?
Q3: would it be possible to trade or change my zephyr rucksack skin for a rare one, which possibly is even easier to get? And if not, could i get my scrap back? since i then want to pick an other skin.

I so agree with legendaries getting account bound! Personally it would be quite an achievement and milestone for me if I would get my legendary, sunrise.
Please keep this post active so that a dev might come and shares our thoughts!
