I have been experiencing the same issue the last 2 days. 4-5 second delay in skill use, with 400-1900 ping. Making the game unplayable.
I also experienced this in the Blade and Soul beta this last weekend (also ncsoft servers).
In all other games my ping is normal <100, usually around 40.
