I’d say the mesmer was hiding inside the base or found a way to wall walk into the base and portal’d his crew in. Theres a couple spots in the borderlands maps at the bay that a mesmer can hide and ride out the storm to portal his crew in.
I have had this happen twice to me and both times were weeks apart.
