So I went to this event/skill point and it says it is active. But he is friendly. When you talk to him you can not activate it. WTF?

I found a coin in a hidden spot in LA while doing some stuff with my guild. Can anyone identify this coin. Don’t know if you can see it really well but that’s the best i can do.
