If I understand which ones you mean there isn’t a merchant. For most of the collection you just have to find the Quaggan named in the hint and go talk to them. In the village he is in one of the pods. For the games he is at the waypoint.

I have been able to finish making Rage without too much trouble. A couple of notes on the third collection, Frenzy III: Rage.
1. Kahloipoi friendship bracelet. Kahloipoi is in Malchor’s Leap and not in Cursed Shore as indicated.
2. Twoloop. Make sure you are in the right place. The actual event is significantly to the NW (Zukermaloo) from where the quaggan is.
3. Varonos Porook I got the bracelet after the event defending the area from Krait which is also listed in the hint.
4. I was able to sell all of the bracelets so I guess this bug was fixed.

I was waiting for several events. I got bored and tried logging out and back in to get a different server until I got one with the event in progress. I did that a couple of times.
