Same thing has been happening to me for a week now. I choose payment method, amount of gems wanted, and Country (US) and the Next button does nothing.
I also filed a bug report, but can’t find anywhere to report this or get help.
EDIT: I just tried this on my laptop and had the same issue also. Same account on 2 different computers…

Same problem, 2 years after initial report. Mod said he couldn’t reproduce it a year ago, then nothing?
This post tells you specifically how to reproduce it. Good job Anet, I just wasted half an hour on this quest, and I’m gonna go play another game now that fixes it problems…
