When you use the mouse to click the skill bar for a ground target the ground target goes to the mouse not the target so you end up casting under the skill bar/mouse cursor.
This option is broken and does not work.

Yes, snap to target does not work.
when you use the mouse cursor to click on the skill ability the ground target just casts to your mouse, which is on the skill bar clicking the skill. It does not “snap” to the current target.
So, this option is completely broken.
