Guild Wars 2

Under “Options”, check “Lock Ground Target at Maximum Skill Range”.

This will allow you to hit the boat when your cursor is over it.

I am having this same issue. I thought perhaps it was changed, but I am not able to get the achievements and I’m thinking this is why…

I came here to report the same thing. Was adventuring in Kessex Hills tonight and the perma-juggle bandits were not much fun at all…

I think they got buffed a wee bit too much. :-)
