Wynne’s Locket cannot be purchased unless you get all the achievements for Point of No Return. As of right now, it is IMPOSSIBLE to get all achievements for Point of No Return because the challenge mote for Meeting the Asura will not appear. This is a progress blocking bug. The full Luminescent armor is impossible to obtain right now.
