Try disconnecting the power cable from the computer, press the power button a few times (this drains any existing power on the Motherboard), and then re-connect the power cable to the computer and test to see if it boots up successfully.
If it doesn’t work but you are able to get into the BIOS, try resetting the BIOS to factory defaults and configure boot priorities and other necessary BIOS settings.
If you cannot get anywhere, you might need to open up the computer case, re-seat the memory (RAM) graphics cards and any PCI cards installed. Also you might want to check that all power cables are securely connected to the motherboard and the graphics card if it has a power connection.
Make sure you earth out by touching something metal before touching computer hardware components! Not earthing out static electricity from your body can cause damage to the motherboard and other hardware components.

I recommend to download the full client as disc 2 could be possibly faulty. If disc 1 went okay and not disc 2, I cannot see why the DVD Reader would be faulty, you could try some test DVD’s (Such as movies and other games that use discs) to test to see if you can fault it.
I understand that this download of the full client is a massive download but it will be the best solution into resolving this issue. But if download is not an issue, hooray!

I have had the exact issue as you had quite a few times, I noticed this when I was battling a group event boss and there was a massive population at the time.
I noticed that this occurs when the computer is running extremely hot and not keeping up with the game, my laptop was nearing 90 Degrees Celsius, a real danger zone for the CPU and hardware components.
The main issue is either the hardware components are old and/or most likely extreme overheating is occuring.
My suggestion is to probably notch down the graphics and see how it goes.
If this is a Notebook, I would recommend a laptop cooler pad as it makes significant changes for cooling.

Have you tried re-installing the Guild Wars 2 Client?
It could be a possible glitch that has happened with the client, also see if you can preserve and still use the GW2.dat to save on downloads.
If it fails with the preserved GW2.dat, try a fresh new install of the Client and see how that goes.
