Hey guys just might be weird question, but I heard that the new initiative regen buff to thieves only works if you have 15 or less in critical strikes traits, is this true?

Hi, I recently purchased the Grenth Hood skin off of the Gem Store and it was my first time buying an item from there other than transmutation crystals. So I was on my main (thief) when I got it and I used it on a medium helm so I could wear on my thief for a little while, but my main plan was to put it on one of my scholar professions by transmuting it. I now realized that as soon as I used it on my thief it turned it into a medium helm and now I can’t transmute it to one of my scholar professions. Could I please get a refund for the hood or get it so I can reuse it on a light helm? Thanks in advance!
