I want to get a second GW2 account. I already have 1. Can 2 GW2 accounts be linked if purchased?

Does anyone have suggestions on the best build for the Elementalist in a raid environment? I’ve read most of the forums dated 3 years old but am just wondering what peoples thoughts are.

(I apologize now if this is noobish, but I am still learning the game play.)
