Actually I just saw their response on a similar issue:

But if possible I’d like confirmation on whether this applies to Gift(s) recipes as well

I just bought this recipe today for 10g along with the Gift of Energy recipe on my main character. As my main character is an artificer/tailor and my alt is a jewelcrafter/cooking, my intention was to send the Gift of Color recipe to my alt to learn. To my dismay, I found out I could not drag the recipe out into my alt’s inventory as it was apparently bound to my main.

I was under the impression that this would work for the following reasons:

1) There was no warning label on the Gift recipes that they were going to be soulbound.
2) So far all other crafting recipes have been account bound, even karma recipes from vendors.
3) The item it produces is account bound, so why is there a need for the recipe to be soulbound?

I am reporting this as a bug as I don’t think you guys intended for it to be this way.

All other classes have a reduce falling damage trait with the exception of elementalists. Are there any plans in the near future to give us such a trait?
