Looks like they are all there. Which one, Petra, Riot Alice, or Lord Faren is your friend (which path have you chosen, Commoner, Street Rat, Noble)? Did you try speaking to them?
I’m commoner and i should talk to Petra but the “green star” doesn’t appear upon her head, so if i approach her i can only greet but I’m not able to speak to her.
