I have a similar problem. I just noticed that I only had a Rare Staff instead of a Exotic One. No problem I will just salvage the other to recover my Sigil. But I can’t since this this is WvW weapon. The Sigil in question I found and is the Sigil of Generosity (The most expensive one at 49Gold). This is lot of gold to throw away (That I don’t have). We really need to be able to salvage these weapons.

I got the same problem. I am only noticing the problem since I updated to the 306.97 drivers yesterday. will downgrade to 304.79 beta.
