I believe I just experienced a similar bug, I do not believe it is tied to character creation but instancing itself, I am doing my personal story and it will not load my personal story instance I’m sure it will work itself out shortly.
To be honest, I’m really glad that I searched, because I was about to suggest this exact thing, some people look forward to map completion more than anything in the game, and I don’t really think it could be used to exploit or farm like crazy due to the fact that it does take quite a while to do a 100 percent map completion even in the low level zones. I really hope they think about doing something like this even if you have to get 100 percent of all the maps in the world before you can start to reset maps, just due to the fact that as an explorer if you already completed all the maps you kind of run out of things to do.
I know this isn’t game breaking but just something I noticed while playing through and exploring. I did try it a few times and re-logging and it was persistent. This is near Akk Wilds waypoint as shown on mini-map in screenshot as well as the direction I was facing and I was looking slightly uphill.
