There’s a similar thread in the forum about this.
The solution was to double check the Kryta Explorer list of locations for other spots that haven’t been explored. If you have another unexplored point or two, try going to hose and hopefully the achievement should pop up once those have been cleared.
I was missing Hiden Ourobon in Harathi Hinterlands. Once I found it, the achievement popped up. Good luck!
