I’m having the exact same problem; Reeva makes the comment “A burning harpy nest smells just like a chicken frying in sewage.”, which seems odd to make in the stockade. Bad dad is nowhere to be seen. Spark Smogbreath and Seneca the Relentless are here, and there’s a nameless prisoner, a dead Soldier, and a Flame Legion Blademaster in the other cages, but no Clement Forktail anywhere. Part of the sylvari personal story is having a similar issue, where an item is un-interactable.
