You can only put crafted infusions in infused slots such as rings and backpacks. The most you can put in a piece of armor is a +7 which is acquired via the fractal merchant that you unlock through the fractal mastery.

I know that the power infusions are very expensive and I believe that ANet should allow players to convert them into +7 power infusions, but the extractors are extremely cheap (they’re only about 20 silver a piece). If you can afford power infusions, you should be able to afford the extractors.
