Roll back what part of the software?
The part that they changed.
Before committing any code or software change they should have kept a backup of the working copy (code, script files, database, virtual server, etc.)
If they don’t have a backup they should have at least documented and kept a log of what they change. This helps in the troubleshooting process.
In my experiences I have dumped software companies that do not practice these procedures when offering SaaS or any type of maintenance support.
From my daily work I know all too well how difficult it is communicating progress in finding and fixing a bug in a complex piece of software like this. Fixing isn’t the big problem most of the time, often a matter of minutes (plus testing plus roll-out, of course). But finding what’s causing the trouble can give you a real headache, especially if it’s not really a bug but simply an unwanted and unexpected interdependency of code lines used in multiple parts of your software.
So, people, please relax. They’re working on it.
From your post I would assume you are in IT or related field. If that is the case then you know all to well the term “backup”. Over the years I have become very proficient in backing up everything I create or administer. I’m quite sure ANet and the developers for GW2 are as well. That known my question is why haven’t they rolled back to a previous version that did not have this problem? I’m not saying they need to roll the entire game back; however, they could roll back an instance server, software database that administers the quests or similar code that controls the NPCs.
OR maybe they have no good backup procedures or policies in place and cannot roll back.

I just bought this game 3 weeks ago for $39 USD.
I have been stuck on this story quest for about a little over a week now. I am a casual gamer so I just moved on and completed other in-game activities. During that time I have leveled up to level 26. I am not deleting this character or the work I put into it.
To pour salt on my already existing wounds ANet dropped the price of GW2 to $10 USD.

So I am disappointed that I can not progress through my level 10 story quest, and I feel ripped off because of the price discount.

WAS thinking about investing in this outfit, but after seeing this post I will be saving my gems.

I have one question with two parts:
Was this bug/glitch apparent before the most recent patch on April 1, 2015 (April Fool’s Day), and if it wasn’t why not roll back whatever updates you applied?

The bug still persists. I logged in this evening and noticed there was an update. So I decided to try this quest again. However, the bug still persists, and now 2 NPCs Sons of Svanir will not turn hostile. I previously only experienced 1 NPC that wouldn’t turn hostile. So whatever you (devs/programmers) did made this worse.
Please fix ASAP because I would like to progress through my story quest.

Confirmed bug/glitch. As others before me have stated when you get to the point where you have to defeat the Sons of Svanir; there is always one lone npc that doesn’t become hostile.
I have made multiple attempts; however, I cannot get past this point.
