We could speculate for ten years, in the end the choices made in this game are as mysterious as why the sun rises and sets. Grin.
Really though, the reason is pretty obvious, lets just go with that. We do not want any hurt feelings. Wow, i didnt know that was in my pocket!?
The reason was to make a useless set of armor?
It generally costs about 1.5g to do jewelry, chef and artificer. Tailor, Armorsmith, Weaponsmith, Huntsman and Leatherworker are about 6gp each.

The Boon Duration bonus on the Giver’s Armor set is too darn low! It’s easy to see the comparative ease of getting boon duration from a number of sources, such as traits and runes.
From traits
+1% Boon Duration = 10 Toughness/Vitality/etc
From armor runes
2x Superior Runes of Water and 3x Superior Runes of Monk applies a +30% boon duration and 100 healing
5x Superior Runes of Soldier applies a 215 Vitality/Toughness bonus. Thus:
+1% Boon duration = 3.83 Toughness/Vitality/etc
An entire set of Giver’s armor applies a poor +6% boon duration in exchange for sacrificing 225 Toughness/Vitality, etc, which makes:
+1% Boon Duration = 37.5
Boon Duration on the Giver’s armor is ten times less efficient than boon duration from runes and about 3 times less efficient than boon duration from traits.
What Gives?
All you have to do is reflect their Spit attack and they will kill themselves.
