Instead power shoes trait could work outside of combat as well. Or slick shoes gains passive speed increase like a signet. Fixed.

Then make it where the trait gives 5 seconds of swiftness upon removing the kit, but still give a constant 33% speed boost while using a kit.

The reason that could be a problem is for people with +boon duration, it would eventually overlap and if someone constantly wore their kit, they could have swiftness up for a very long time with their kit off.

I didn’t feel like reading through all the posts, but how about you restrict it guesting to people who are grouped with someone on that specific server? Or at least restrict getting access to the chest for people who are grouped with someone that actually resides on that server. Better yet, make it where people who are guesting, and are not grouped with a person that has that server as their home, they automatically get kicked to overflow when someone who actually lives on the server is about to zone in. Boom, problem solved. People who are guesting for the right reasons (to play with friends on other servers, or just want to check out a server) aren’t penalized.

To allow Speedy Kits to be more viable as a way of engineers to have permenant swiftness without the annoyance of constantly swapping kits every 5 seconds. What if I want to auto-run and chat while I travel, or want to stay in flamethrower to keep my juggernaut might stacks up, swapping out hinders that. So my suggestion is to make speedy kits just give a flat 33% movement speed increase while using a kit. And change Invigorating Speed to operate like Speedy Kits, except it grants Vigor upon swapping to a kit.

Please, it should be easy, and would make me enjoy my engineer a lot more
