Well I got tired of waiting so I deleted and remade my Guardian, thankfully the character didn’t have anything important on him. But fact remains issue needs to be fixed.

Character Name : Leo Iorek Norn Guardian Lv33
Quest Before Skip: Sever the Head(Order of Whisper’s initiation quest), did not get the quest to meet ‘new friend’ in Lion’s Arch.
Quest After Skip: Suspicious Activity (48)

It Just happend to me, I looked it up and said the issue was fixed, but I ran into 15 mins ago.

Norn Guardian, partied with a friend for everything and chose the same choices. Instead of getting the quest that lead to the scene where Eir, Rytlock and etc meet up, I got Lv48 Suspicious Activities.
