My Troubleshooting Update:
Logging in with a different account but on the same computer ALSO yields the same error – no Guild NPC UI displaying.
Logging in on the same account but on a different computer actually fixes the problem and I was able to bring up the entire Guild NPC UI like normal.
This was all tested at the same location (i.e. same Wi-Fi router and IP address).
On the problem computer, I tried clearing cache AND running as administrator (both before and after cache clear), and this did not resolve anything. Same problem remains.
Any update on this? It feels incredibly game breaking. Not sure what to do now as the leader of the guild, everyone is asking what we’re investing towards and building and I can’t even say or see anything.
I have tried all fixes listed so far, including Window Fullscreen, and nothing allows me to see any of the Guild Interface Popups. (This includes not only in the Guild Hall, but in the Guild Initiative Office in LA as well).
I’m having same problem (Edit: but with ALL guild NPCs, not just treasury). It is with all of my guilds (when I’m rep’ing them IN their respective guild halls. If I’m not rep’ing, the NPC tells me I don’t have permission to open the interface, so that point is mute).
Running 64-client, Windows 7, all updates/drivers, etc. Problem just showed up recently in the past few days sometime (possibly with patch).

I personally believe that Tyrians are unable to locate Tyria on the World Map because, uh, some, uh, people out there in our nation don’t have maps and, uh, I believe that our education like such as in Cantha and, uh, the Elona, everywhere like such as, and, I believe that they should, our education over here in Tyria should help the Tyria, uh, or, uh, should help Cantha and should help the Elona and the Fire Island countries, so we will be able to build up our future.
Thanks for posting Gaile. I think a lot of the frustration (other than not being able to play the game) comes from the feeling that ANet is passing responsibility off by the whole ‘contact your ISP’ response.
Seeing your post that you are all looking into it is a big encouragement that it’s on the radar and being worked on.
Can someone please tell me how dozens of countries all across Europe having the same issue can be ISP related? This is not ISP this is server side.
I’ve been in the game when the lag hits and EVERYONE/EVERYTHING freezes… but I’m still having chat with everybody. I have screenshots of complete conversations while in game and everything frozen but chat still completely connected. Also while using the BLTP fully functionally… IN GAME. How. Is. This. Possible?
This is not an ISP issue I hope Anet stops trying to ‘pass the buck’ and attempt to figure it out because it’s so frustrating there’s no point in playing GW2 from 18:00-00:00 (which is the only time most of us can play).

As AMAZING and EPIC as this is… I really have to ask… why can’t this be added IN GAME? Only the few forum/reddit users are even going to be aware of this which is a bummer because, to be honest, it’s a really neat idea.
Something like this would be wonderful in GW2 itself. Where maybe, for example, a new hint is added every Tuesday by some character in the game (some Hermit Sage who randomly appears for only a couple minutes every few hours in some random zone??) I think this would fuel some cool in-game community and discussions.

Like I said I’m more than happy and would even like to send crash info that will help you guys on the back-end but when it says ‘Sending in 59… 58…’ well maybe I need to work on my patience but I usually just can’t be bothered
And then I have to wait 60 seconds before it actually sends? Seriously? Doing absolutely nothing? Look I’m all for helping but if an error happens I will close it out and start GW2 right back up. I don’t want to sit there and wait 60 seconds for no reason at all.
You may get more error report feedback if you take away this ridiculous 60 second countdown. Is there even a reason for it being there? Because I have to click ‘Send error report to aNet’ so forcing me to wait an entire minute is important because… why?
If the creator of the fractal leaves or logs out or whatever… EVERYONE gets booted from the fractal. Dungeons, etc, have been like this for a LONG time. Why is this not a priority? Is this supposed to be nice on new players (who will be much more prone to this issue)? Just ran an hour+ fractal with a low level group to help out and at the very end of wiping over and over the creator of the fractal leaves… which boots us all to LA. Niiice there goes an hour and a half down the drain on the last fractal because of bad game design.
Honestly? I mean seriously? This is definitely not the only/first time this has happened. This is an ongoing occurrence (read:headache). I officially will not run another fractal until this is fixed. #wasteoftime
(I fully understand priority order for fixes, content, etc… but hello we’re coming up on the 2 year mark. This issue has been around for a long time. A long time.)

In regards to the living story content: unless you’ve read up all the stuff online about the history/background/characters of the Living Story, you’d be completely clueless. I even HAD read up on the background for Southsun Cove but still when I went through the Portal at LA to the Cove I felt lost/confused/no idea what was happening (story wise).
For example, I see the short stories released on the website which giver deeper lore/backstory. My suggestion is – can’t you just make some type of cinematic in-game for this? Maybe not the short stories but at least for a general overview of what the heck is going on. Like, when you first talk to the main person or when you first go through the portal? (NOT one of those unexciting ‘person on the left, person on the right, blurry background’ dialogue cinematics, but the one’s where you change the angle of the camera and zoom-in-out on things.). In fact, before you released GW2 I remember the video’s where you displayed different character class skills. Those were EPIC! Who was responsible for ousting those? You guys had a great idea going with these but it seems like every interesting piece of story in the game gets replaced with either wall of text on the website, or loads of ‘trahearne’ style in-game emotionless dialogue
Seems like a better option than manually having to talk to every NPC just to figure out what the heck is going on. And I know there’s the old ‘oh we don’t have the resources to do this, etc’, but it’s obvious you already have the technical tools to make the camera magic happen ingame (exactly what you did with the pre-release character skill videos. Also like what you did with sections of Fractals and Frost&Flame dungeon.) Don’t make it some long complicated cinematic, something short and to the point but helps the player understand.
If you’re interested in the player base really ‘feeling’ like part of what’s going on in the Living Story, I would suggest something along these lines.
