Turns out my issue was Teamspeak3 Overlay… Once I turned that off and restarted GW2, all those effects came back.

Do you use TS3 Overlay?

I just now got this issue about 30 minutes ago, and I feel it makes the game almost unplayable. I can’t tell where the water is because it’s invisible until I actually go in it. Half the things I need to look out for like ground AoE circles and catapult debris flying through the air, all of it is missing. It makes me pretty useless in PvE and PvP aspects.
