Elementalist EotM/Open World

I just started a Elementalist and i was wondering if anyone could provide me with a build for leveling through Edge of the Mists and a build at 80 that will allow me to continue in EotM while still being able to do open world content.

Basically what is happening from what i can tell is the game is acting as if we are offline even though we are online which is sketchy.

I see people in game that are having the problem using /me Text to communicate when near each other.

I am having the same issue, im typing in every channel and nothing shows.
