As someone who works as a systems analyst for a living, a broken app feature with no customer work around is normally usually classified as a high-ish priority change. If the implementing the change affects the scope of a project, generally the project board/stakeholders provide special approval to implement the change ASAP.
My recommendation to ANET would be for them to reassess how they’re approaching this bug/change. Either the project/change manager is prioritizing the wrong changes or not enough resources have been assigned to this one.
