Using any Healing Spell on Mesmer puts unchanneled “Mantra of Resolve” on full Cooldown. The Healing Spell also triggers the Trait “Harmonious Mantra”. Changing this Trait doesn’t seem to resolve this problem though.

Maybe you could put the unobtainable item “Wynne’s Locket” on the Silverwastes Vendor, while working on the problem. I think most people who just want to finish their luminescent armor wouldn’t mind paying 10 Gold extra.
