Hello out there! [Dove] is a brand new guild looking for anyone and everyone who wants to join for a new fun community! My goal is to make it a WvW and Dungeon guild, which, at least in my case, is perfect. I am a commander in Tarnished Coast, The Novice Mesmer, and as soon as we get enough people we can start guild groups roaming around! Dungeons, Leveling, WvW! Anything you can think of, just ask and I’m sure me personally, or anyone else would love to join you! Whisper me in game if you’d like more information about the guild. She acts as the leader of the Shining Blade during the book. Given Anise’s title, it’s possible something happened to her in the past 70 years.
Or perhaps Anise is simply a front. She’s capable and skilled, to be sure, but maybe Livia is still pulling the strings from behind the scenes, and just put Anise up there to deflect suspicion, and well-founded concern, about having a human live for so long.
This seems the most likely. If you guys can think back to that story several months ago, Marjory’s Story Part 2. There was a necromancer that shot at the ghost boy, and made him disintegrate after stating something that many people have speculated is Spectral Agony. This is something that Livia has strong knowledge in and might be focusing on, while Anise focuses on running the Shining Blade, Livia is hunting down Mursaat and the White Mantle. That necromancer that shot the ghost in Marjory's Story? Livia.

She wasn’t a councillor, so there was a text error that needed fixing, and the sacrificing bit is stated in another plaque near Claw’s Portage Waypoint. That plaque’s old text holds no relevance to Macha’s Landing, since the docks were named such due to Macha’s importance in establishing Lion’s Arch.

The docks were named after Cobiah refounded LA after the wave. Says it in one of the chapters that it was named after Macha. I’d find the exact page but i dont have the patience.
