Those weapons together are optimal for condition builds and not very good for power builds, so I suggest you either play condition in PVE and ignore that it’s not an optimal build OR you get some other weapons and play a power build.

If you want to go condition you can try the builds I mentioned above. You won’t find many condition PVE builds, so look for pvp condition builds. A good one is also Napalm Cat 2.0, google it, it uses cheap runes too and it’s very strong in duels and small skirmish in WvW, quite forgiving if you’re new to mesmering.
