hmm I have Corruption, Salvation (5 total), etc. but no Herald. As soon as I created toon I jumped into wvw, there some quest in starter area to unlock Herald?
Did you try to change the 3rd specialization to Herald?
There should be small arrows on the legends icons, behind the F2 skill.
